Bowie VINELink Is Now IVSS
Texas replaced legacy VINE county notifications with Texas IVSS-Counties on September 1, 2025. Existing registrations carried over, and returning users were prompted to update passwords. VINELink remains a familiar search phrase, but old URLs, phone instructions, and PIN steps should not be presented as the current service.
The Bowie County Sheriff's Office links IVSS. It can search people in custody or under supervision in participating data and can register event notices. It is not the Bowie booking/release sheet. The portal warns that people no longer in custody may not appear, while an earlier registration may stay active if the person returns.
Search Bowie County IVSS
Search fields include full or partial name, DOC ID, SID, Jail ID, and Permanent Booking number. For names, enter first name and then last name. Current help suggests trying the first three letters of each. A stable identifier gives a stronger match than a name alone.

- Read the event type carefully. Booking, transfer, death, escape, and release are different.
- Save a notice and verify it with the source agency.
“Unknown/Undisclosed” can relate to a pending court case. It does not establish release or destination. No result also is inconclusive. The person may have left custody, used a different spelling, entered another system, or fallen outside participating data.
Bowie IVSS Release Meanings
IVSS reports status and events, but its public result is not guaranteed to remain after release. Interpret each item beside the agency record.

A Bowie record should show actual departure time, release type or code, and destination or receiving agency. The signed court order explains the legal basis. When Bowie delivers someone to TDCJ, USMS, ICE, another jail, or another sovereign, follow that receiving system.

The old Texas VINE brochure required a four-digit phone PIN followed by the pound key. That is a legacy workflow from before September 2025. Current public IVSS materials do not establish that PIN as a 2026 requirement. Follow the live screen rather than copied old instructions.

Verify Bowie Release Alerts
IVSS states that it is not an official record. A notice can arrive before all systems update, and a released person's public result may vanish. First identify which system produced the event. Bowie jail releases belong with the sheriff or joint Central Records channel. TDCJ parole and discharge belong with state incarceration history and the Parole Division. Federal and immigration events require BOP, USMS, federal court, or ICE records.
For a Bowie booking, submit through the joint records portal. Select the Texarkana Police and Bowie County Sheriff recipient. Ask for the booking/release sheet, actual date and time, reason, and receiving agency. Match the event to the Bowie court docket. The online docket does not show signed documents, so request the judgment or order from the proper clerk.
TDCJ's online offender search covers only people currently incarcerated in TDCJ. A result may reveal that a Bowie “release” was a state transfer. A no-result cannot prove parole or discharge. Historical incarceration and actual release data require TDCJ's free email or formal public-record process.
FCI Texarkana is federal and not covered by a county IVSS result. The BOP locator reports sentenced federal custody and past release dates. Federal pretrial custody may require the court and USMS. ICE ODLS has its own search fields and only a limited recent-release window.
The sound timeline starts with booking, records the Bowie departure, identifies any receiving agency, and ends with current custody or supervision. This keeps transfer, release, and discharge from collapsing into one misleading label.
The Texas DPS registry is another narrow post-custody source, but only for people required to register under Chapter 62. A registry entry is not an IVSS release notice and does not prove a release date. Its absence cannot answer a general Bowie custody question. Probation is also separate. It is court-ordered community supervision, and no statewide public probation name search was identified. Use the Bowie judgment and the local community-supervision office when the sentence points there.
Parole means conditional release from TDCJ prison under state supervision. IVSS may find a supervised releasee even after current jail and TDCJ inmate rosters no longer do, but the Texarkana District Parole Office is the local follow-up after state identity is verified. The office supervises; the Texas Board of Pardons and Paroles makes release decisions. A favorable board vote or eligibility date is not an actual departure record.
For personal safety or notification support, TDCJ Victim Services lists 800-848-4294. The IVSS support line handles portal and notification issues, while the jail, court, TDCJ, BOP, USMS, or ICE remains responsible for its own records. Routing the question to the system that controlled the person at the event time prevents a false match and produces a more durable answer.
IVSS identifiers do not all come from the same system. A Jail ID or Permanent Booking number ties to a county booking. A DOC ID or SID can help connect the person to state corrections data. A Bowie booking number is not a TDCJ number, and a TDCJ number does not identify a federal record. Keep each identifier beside the agency that issued it, especially when a common name produces several results.
The current Bowie roster can supply names, inmate and booking numbers, arrest time, housing, booking agency, charges, and bond when fields are populated. It does not publish an actual release field or a released archive. Use it to test present county custody and collect identifiers. If the name disappears, IVSS and records channels become follow-up tools; neither absence proves the person entered the community.
County housing codes require care. `BS` refers to the Bi-State Justice Center location, while `ANNEX` refers to the Bowie County Detention Center. Movement from one code to the other is local housing movement, not release. An IVSS transfer event can likewise mean a move to TDCJ or another custodian. Request the receiving agency and compare timestamps before describing the result.
At the Bi-State Justice Center, identify the booking state and agency. Texarkana crosses the Texas-Arkansas line, and the building's name alone cannot establish which sovereign created the case. The cause number and arresting agency determine the right court and records custodian. A Texas Bowie booking belongs in the joint local portal; an Arkansas or federal matter requires its own official route.
IVSS can send a court-event change, but the Bowie online case portal supplies only docket and index information. It expressly does not provide document viewing. A docket label may point to a bond, dismissal, judgment, or sentence event, yet the signed instrument controls. District or County Clerk routing depends on court and case type.
For TDCJ parole, the state Board decides release while the Parole Division supervises after release. IVSS supervision status can be a useful lead, not confidential parole-file access. Government Code Chapter 508 protects specified parole and release information, so no public portal should be described as revealing confidential panel material. Request only the public incarceration, release, and supervision facts available through official channels.
Keep the notification history with the search date and time. Dynamic results can change after a transfer, a new booking, or the end of supervision. A dated capture explains what IVSS reported at that moment, while the agency's written record supplies the lasting event evidence. If an alert conflicts with a jail or court record, ask the originating office to reconcile the identifiers and timestamps rather than choosing the most convenient screen.
Note: Save the alert, but obtain lasting proof from the jail, corrections agency, or court that created the event.
