Texarkana Police Release Routes
These are short-term municipal holding cells, not Bowie County's primary jail. Texarkana Police General Order Chapter 10 covers searching, transport, prisoner identification, cell-area access, and property release. The department's official prisoner-information FAQ says its arrestees are booked into Bi-State Jail. A transfer from the police cell area to Bi-State therefore begins or continues jail custody.
A true release from short holding may leave no county booking entry. The person could be cited, released under lawful authority, or routed through a municipal process. A missing Bowie roster entry is expected in that situation and does not prove that a county record was deleted. Request the arrest, processing, transport, and release information from the responsible city department, then match it to the proper court.

Confirm a Police Cell Release
Start with the event the police can identify: full name, arrest date, incident number if known, arresting officer or unit if known, and the place of arrest. Then determine whether a Bowie booking followed.
- Request the Texarkana Police arrest or incident record and processing or transport entries.
- Ask whether the person was released from the cell area or delivered to Bi-State.
- If delivered to Bi-State, search the Sheriff-linked Bowie roster for the county booking.
- For a past Bowie event, request the booking and release sheet with time, reason, and destination.
- Use the court cause number to obtain the disposition or signed release order.
The Bowie County release-record overview distinguishes a community release from TDCJ, USMS, ICE, and other-county transfers. Do not substitute the TDCJ search for a municipal arrest, and do not treat a current county roster as a historical police-release archive.

Select Texarkana Police for the municipal arrest, processing, transport, or incident record. Select Bowie Sheriff for the later jail booking and release sheet. A request can name both events while keeping the desired records and custodians clear.

Bi-State and ANNEX Codes
If police delivered the person to Bi-State, the Bowie roster may show BS. The same roster uses ANNEX for Bowie County Detention Center. A later change between BS and ANNEX is a housing move. Request the destination and receiving agency before deciding that custody ended.
The state-line setting adds another check. Identify whether Texas or Arkansas supplied the arresting authority and court. A Texarkana place name alone cannot select the right clerk. Cause number, court code, booking agency, and state resolve the ambiguity.
Transfer from a police cell to Bi-State is not release; it is movement into the Bowie jail booking system.
Property After Police Release
Texarkana Police policy divides property by classification. Nonevidentiary property is delivered to Bowie jail staff for storage as jail personnel determine when a county booking follows. Weapons, narcotics, contraband, and evidence remain with police evidence custodians. Ask how the item was classified before choosing an office.

No official fixed cell-release schedule or public historical cell roster was located. Use a precisely dated record request instead of assuming an online feed exists.
Police Release Evidence
The strongest account reconciles several sources. The police report establishes arrest and initial processing. A transport entry shows whether officers delivered the person to Bi-State. The Bowie booking record establishes county intake, housing, and later departure. The court file gives the legal outcome or release authority.
A mugshot, bond amount, or roster disappearance cannot answer all of those questions. A photograph shows a booking event. Bond can permit release after holds and processing clear. A no-result may mean no county booking ever occurred. Keep the records in time order and use stable identifiers rather than name alone.
Note: Ask each office only for the part of the event it created, then reconcile the records by date, booking number, and cause number.
Police Processing Record Fields
A useful municipal request identifies the exact episode. Ask for the incident number, arrest time, cell entry and exit, transport record, property inventory, and receiving agency. If release occurred from the cell area, ask for its authority and actual time. If transport occurred, request the destination.
Police General Order Chapter 10 documents rules for searching, transportation, identification, cell access, juvenile processing, and property. It does not create a released-person feed. Operational policy and a person-specific record serve different purposes.

Juvenile processing can be confidential and follows special rules. Do not assume adult public-access paths apply.
After Texarkana Police Custody
If Bi-State accepted the person, preserve the county booking number. The current roster can show an active booking, but a past departure requires the release sheet. A later change from BS to ANNEX is not community release.
If no Bowie booking exists, follow the incident into the proper court. The District Clerk portal offers docket-level access but not actual documents. Request a signed order from the clerk.
If the record names TDCJ, another county, USMS, or ICE as receiver, continue with that authority. Police departure marks the end of the cell episode, not necessarily all custody.
Chapter 552 supplies the public-information framework. No fixed local fee was established, so ask for an electronic copy, quote, and cost ceiling.
Texarkana Court Confirmation
A release from short holding and a final case outcome are separate events. The police record can show when cell custody ended. The court record can show dismissal, plea, conviction, sentence, acquittal, or another disposition. If the case moved into Bowie district or county-court-at-law jurisdiction, use the District Clerk. If it belongs within County Clerk jurisdiction, use that office's portal and document process.
Ask for the signed order when docket text is too brief. Online index data may omit the language that explains release authority. Compare cause number, person, arrest date, and agency before joining records. This is especially important in Texarkana because the city name alone does not identify Texas versus Arkansas jurisdiction.
A release record should not be read as a finding about guilt. It documents custody movement. The judgment or disposition is the source for the case result.
