Bi-State Jail Release Routes
Bi-State Justice Center Jail is at 100 North State Line Avenue. The Bowie roster uses the location code BS. Texarkana Police says its arrestees are booked into Bi-State, but a building name alone does not establish the full legal path. Texarkana spans Texas and Arkansas, and multiple local agencies can participate in arrest, booking, housing, and court action.
A person may leave BS for the Bowie County Detention Center, whose roster code is ANNEX. That is an internal housing move, not a community release. A transfer to another county, TDCJ, USMS, or ICE also continues custody. Request the actual release date and time, release reason, and receiving agency. Those fields answer where the person went.

Confirm a Bi-State Release
Begin at the Bowie County Sheriff inmate-search gateway. The linked roster reports current custody and can identify the booking, housing code, agencies, charges, bond, and court code. It does not promise a released-person archive. If a person is absent, preserve known identifiers and use the written records channel.

For Texas district or county-court-at-law documents, the Bowie District Clerk is at 710 James Bowie Drive in New Boston, 903-628-6750 or 903-628-6766, Monday through Friday from 8 a.m. to 5 p.m. Its online case search shows index and docket information but does not permit document viewing. Request the signed order from the clerk.
Texas-Arkansas Release Jurisdiction
The Bi-State setting creates a question most county jails do not. “Texarkana” is not enough to choose a clerk. Determine which state supplied the arresting agency and court, then use that jurisdiction's record. Bowie County sources are authoritative for a Bowie booking, but they cannot replace an Arkansas court file or another agency's custody record.
Compare full name with date of birth when releasable, booking number, cause number, booking agency, and court. Charges describe the allegation at booking. They do not prove the disposition. A dismissal, plea, conviction, sentence, or acquittal belongs in the court file. A jail release record establishes the physical movement that followed.
At Bi-State, identify the agency, state, court, and cause number before treating any roster change as a release.
BS and ANNEX Movement
One Bowie current roster spans BS and ANNEX. Movement between those codes is the distinctive local issue. Ask for the destination field and all housing movements when the last known location changed. If the booking remains open under another Bowie location, the person never left county custody.

Property After Bi-State Release
Texarkana Police policy separates nonevidentiary property from evidence. Nonevidentiary items go to Bowie jail staff for storage as jail personnel determine. Weapons, narcotics, contraband, and evidentiary items remain with police evidence custodians. The last building occupied does not identify the correct property contact by itself.
Ask whether the item was booked as inmate property or retained as evidence. For inmate property, contact jail staff with the booking information. For evidence, use the responsible police evidence process. This classification-based route avoids sending a person between offices that never held the item.

Bi-State Release Timeline
Build the Bi-State timeline from records that answer different questions. The police report identifies arrest and transport. The jail booking identifies intake, BS housing, charges, and bond. A court docket identifies motions and orders. The jail release sheet identifies physical departure and destination. None should be stretched beyond its purpose.
Roster fields can include booking agencies, location, court code, offense descriptions, disposition fields, and bond. A charge is an allegation, not the final court outcome. A bond amount is not proof that a bond was posted, accepted, and followed by release. A roster disappearance is not proof of community freedom. Ask for the historical record by booking number and date range.
Bowie's adopted bail-bond rules require acceptance of a qualifying licensed surety bond when release requirements are met, but other holds and processing can remain. The Bail Bond Board publishes a licensed-company list. Those facts explain a possible route, not the departure timestamp.
If IVSS sends a custody-change notice, save the alert with its time and identifiers. Texas replaced legacy county VINE with IVSS-Counties in 2025, so old PIN instructions may not match the current portal. The alert supports a timeline, while the release sheet and court file remain better proof.
Bi-State Transfer Follow-Up
A transfer destination determines the next source. TDCJ covers state prison, BOP covers sentenced federal prisoners, USMS and federal court cover federal pretrial custody, and ICE applies only when facts support immigration transfer.
No official source establishes Bi-State as a current ICE detention facility. Do not label every unexplained departure an immigration transfer. Request the receiving agency, then follow that authority.
For community release, ask whether personal property went to jail staff or stayed with police as evidence. Classification determines the correct custodian.
Bi-State Record Precision
A precise request should identify the person, booking number, arresting and booking agencies, BS location, date range, and court cause number. Ask separately for the release sheet, housing movements, receiving agency, and booking photograph when each is needed. This prevents a current roster printout from being returned in place of historical release data.
Texas Public Information Act costs vary with pages, labor, medium, programming, and volume. No fixed Bowie jail release-sheet or photo fee was established. Request electronic existing records, ask for an estimate, and state a cost ceiling. Records may also contain lawful redactions.
